Cascade is an active participant in a regional water supply planning
process undertaken to develop substantive technical information
to address water resource and water supply management issues. This
planning process, triggered by a February 2005 Memorandum of Understanding
between King County and Cascade, has expanded to a multi-stakeholder
effort which now also includes Seattle Public Utilities (Seattle), the
Muckleshoot Indian Tribe, multiple state agencies, environmental
organizations, Shared Strategy, several local governments and water
utilities, and representatives of the business community.
An Executive Committee comprised of Cascade, King County, Seattle, Washington
State Department of Ecology, the Muckleshoot Indian Tribe and the City of Auburn manages
the logistical and procedural functions of the planning process
while the broader-based Coordinating Committee reviews and coordinates
a number of studies, analyses and projects.
The Coordinating Committee has created seven technical committees
to develop the following work elements:
- Regional Demand Forecast
- Supply Alternatives Analysis
- Climate Change Analysis
- Reclaimed Water
- Source Exchange Strategies
- Prioritization of Tributaries for Source Substitution
- Small Water Systems Strategy
The Regional Demand Forecast and Supply Alternatives Analysis are
being undertaken in conjunction with the Central Puget Sound Water
Supplier's Forum of which several planning participants
are members, including Cascade. All other work elements are being
developed and implemented directly by the responsible technical
committee under the direction of the Coordinating Committee.
Funding for the planning process is through direct contributions
from participating stakeholders, Washington State Department of Ecology grant funding, and in the case
of regional demand forecast and supply alternatives, through the
Central Puget Sound Water Supplier's Forum.
The expectation for the planning process is that the technical committees
will produce substantive technical information, reports and recommendations
that may be used in water planning processes in the region and/or
to help the region better address both water supply and water resource
management issues.
