Cascade completed its initial Transmission and Supply Plan (TSP) in 2004 (Executive Summary of the 2004 TSP). The 2004 TSP outlines a program for Cascade to meet the future water supply needs of its members that includes:
The Cascade Regional Water Supply System also includes a series of regional transmission pipelines designed to deliver water to Cascade members. The Bellevue-Issaquah Regional Pipeline (BIP) was constructed in 2002 and acquired by Cascade in 2005. The BIP will be used to convey water to the Issaquah Highlands and Talus developments and to the Sammamish Plateau Water & Sewer District. Operations of the BIP began in summer 2006. The Tacoma-Cascade Pipeline plan also included the Central Segment and the North Segment, to convey water purchased from Tacoma to Cascade members.
The 2004 TSP includes Cascade's long term demand forecast, Transition Regional Conservation Program, identification of infrastructure needs and estimated capital program. Cascade anticipates paying for these capital facilities through a combination of state/federal grants and loans, revenue bonds, member charges and Regional Capital Facilities Charges.
